I enclose copy of a very discouraging telegram we
have received this morning from Shanghai. I do not see that the Corporation can do anything more at the moment but if Sir Ernest Satow should suggest any particular course in which we can co-operate, we shall, of course, be only too glad to do
what we can to push the business.
